PREAMBLE The Economic Community of West African States (ECOWAS) comprises sixteen (16) West African States. Among other objectives, the ECOWAS primarily aims at fostering intra-community trade among Member States. It is conceived that interaction among citizens of the sub-region is a stepping stone to achieving economic integration and progress.
Thus, between 1979 and 1986, three Protocols on the rights and duties of Community citizens relating to the free movement of persons and the right of residence and establishment were signed. Significantly, all three Protocols are now definitely in force.
The 16 countries which are signatories to the Protocols are the Peoples Republic of Benin, the Republic of Cape Verde, the Gambia, the Republic of Ghana, La Cote d'Ivoire, the Peoples Revolutionary Republic of Guinea, the Republic of Guinea-Bissau, the Republic of Burkina Faso, the Republic of Liberia, the Republic of Senegal, the Republic of Mali, the Republic of Sierra Leone, the Islamic Republic of Mauritania and the Republic of Togo.
The following are the extracts of the Protocol agreements governing the movement of vehicles for the transportation of persons.
CONDITIONS GOVERNING THE MOVEMENT OF VEHICLES FOR THE TRANSPORTATION OF PERSONS
Private Vehicles
A private vehicle registered in the territory of a Member State may enter the territory of another Member State and remain there for a period not exceeding ninety (90) days, upon presentation of the following documents to the competent authority of the Member State:-
Valid Driving Licence
Matriculation Certificate (Ownership Card) or Log Book
Insurance Policy recognised by Member States
International Customs Carnet recognised within the Community.
Commercial Vehicles
The document required are the same as for the private vehicles. However, the period of stay allowed is fifteen (15) days. Importantly, during the period of stay, the commercial vehicle shall not engage in any Commercial activity.
